Mill's 1859 essay is one of the foundational texts of liberal political philosophy, and it is written to be understood — but the sentences are long, heavily qualified, and packed with conditions. Mill builds his arguments slowly and returns to the same ideas from different angles. This is a genuine challenge even for fluent readers, but working through it will sharpen your ability to follow complex academic prose in English.
